Jaipur Bench: Filing Your Service Case From Eastern and Northern Rajasthan

Fifteen Rajasthan districts, from Ajmer and Alwar to Kota and Sikar, file central service cases at the CAT Jaipur Bench. Check districts and the writ route.

In short. Posted in Jaipur, Ajmer, Alwar, Kota, Bharatpur, Sikar, Jhunjhunu or another of the fifteen districts of eastern and northern Rajasthan? Your central service dispute will usually be heard by the tribunal's bench on Sahkar Marg, Jaipur. Retirees settled here can file here too. Western and southern Rajasthan belong to Jodhpur. You have one year from the final departmental order, and a contested case runs one to three years. We are B.K. Singh & Associates, a private law firm; this page is ours, and the tribunal has nothing to do with it.

Is this your situation?

  • You work in a central office in Jaipur, Ajmer, Kota, Alwar, Bharatpur, Tonk or another district in this belt.
  • You are a railway employee of the Jaipur or Ajmer division of North Western Railway, or of the Kota division of West Central Railway.
  • You retired from central service and now live in Sikar, Jhunjhunu, Dausa or Sawai Madhopur.
  • Your office is in one of Rajasthan's newer districts, such as Kotputli-Behror or Khairthal-Tijara, and the tribunal's list does not mention it.
  • The order against you came from a headquarters in Jabalpur, Delhi or Jodhpur, but you work here.
  • You took part in a central recruitment, for instance through RRB Ajmer, and want to challenge the result.

Whose page this is

You are reading a law firm's explanation, not a notice from the tribunal. B.K. Singh & Associates is a private practice; the Jaipur Bench does not publish, check or endorse anything on this site. Cause lists, case status, holiday lists and registry circulars come only from the tribunal's portal at cgat.gov.in or from the filing counter at Sahkar Marg.

What we can usefully add is the map around the bench: the districts it serves, the offices that generate most of its work, the High Court bench that hears writs from it, and the small practical things that cost people months when they get them wrong.

Is your district a Jaipur Bench district?

Everything else in Rajasthan, from Bikaner, Sri Ganganagar and Churu in the north to Udaipur, Bhilwara and Banswara in the south, belongs to the Jodhpur Bench. Two surprises catch people: Churu is part of Shekhawati but is a Jodhpur district for the tribunal, and Nagaur, though it touches Ajmer, also goes west.

Rajasthan's newer districts and the tribunal's older list

The tribunal's table uses district names from before Rajasthan's 2023 reorganisation. The state created a batch of new districts that year and scrapped nine of them in December 2024. Among the survivors, Kotputli-Behror was cut out of Jaipur and Alwar, Khairthal-Tijara out of Alwar, and Deeg out of Bharatpur. Every parent here is on Jaipur's list, so an office in any of these three new districts belongs at Jaipur.

Beawar is the awkward one. It was assembled from pieces of Ajmer, which is on Jaipur's list, and pieces of Pali, Bhilwara and Rajsamand, which are on Jodhpur's. If you are posted in Beawar, find out which old district your tehsil was taken from, and ask the registry before filing. The scrapped districts, such as Dudu, Kekri and Gangapur City, have merged back into parents that are all on Jaipur's list.

Where the answer is still unclear, there is a fallback. Rule 6 also lets you file where the cause of action arose, so the bench whose area includes the office that signed the order against you is a defensible choice.

The rules that decide where you file

Rule 6, CAT (Procedure) Rules, 1987

Think of Rule 6 as giving a serving employee two doors: the bench for the station where you now work, and any bench in whose area some part of the dispute happened. A third door, through the Chairman's permission, is rarely needed. Once you are out of service, whether by retirement or by dismissal, removal or termination, a further option opens: the bench for the place where you have made your home.

Section 25, Administrative Tribunals Act, 1985

If a case started at Jaipur would be better heard at Jodhpur, Jabalpur or elsewhere, the Chairman of the tribunal can move it, either because a party asks or of the Chairman's own accord. Applications of this kind need a solid reason such as convenience of records and witnesses; see our page on moving a case to another bench.

Sections 19, 20 and 21

Nothing about Jaipur changes the basics. The OA is the vehicle (Section 19). The department's own appeal or representation should come first (Section 20). The tribunal's twelve-month window opens on the date of the final departmental order, or six months after an appeal that nobody decides (Section 21).

Departments that keep this bench busy

Railways come first. North Western Railway has its headquarters at Jaipur, and two of its four divisions, Jaipur and Ajmer, are headquartered in this bench's area, along with the Ajmer workshops. The Kota division of West Central Railway, whose zonal headquarters is in Jabalpur, also falls here. Disputes run from running staff allowances and promotion through selection to SF-5 chargesheets and medical decategorisation, all under railway rules. Our page on railway staff service cases sets out those rules.

The Department of Posts is next: the Rajasthan circle's Chief Postmaster General sits in Jaipur, and postal divisions across Hadoti and Shekhawati produce a steady flow of GDS, promotion exam and recovery cases, covered on our page for postal staff and Gramin Dak Sevaks. Revenue departments follow, with CBIC and Income Tax offices in Jaipur, and the Principal Accountant General's offices. Defence civilians are a large group because the Army's South Western Command is headquartered in Jaipur, with military stations and MES formations across the region; see civilian staff in defence units.

Smaller but regular sources include the Kendriya Vidyalaya Sangathan and Navodaya Vidyalaya Samiti regional offices in Jaipur, ICAR institutes such as the sheep and wool institute at Avikanagar and the seed spices centre near Ajmer, the Geological Survey of India, and the census and statistical offices.

Alwar and the new Khairthal-Tijara and Kotputli-Behror districts sit on the edge of the National Capital Region, and many central employees there deal with offices in Delhi and Gurugram. If the order you are fighting was passed in New Delhi, the Principal Bench is also open to you under Rule 6. Which one to pick depends on where the records are, which High Court you would rather face on a writ, and how often you can travel.

Who should not file at the Jaipur Bench

Rajasthan government employees are not central employees. Their service appeals go to the Rajasthan Civil Services Appellate Tribunal, also in Jaipur, or to the High Court. Mixing up the two tribunals is a surprisingly common mistake for families where one spouse works for the state and the other for the Centre.

Men and women in uniform with the Army, Navy or Air Force, and veterans fighting over a service or disability pension, have their own forum: the Armed Forces Tribunal, whose regional bench is also in Jaipur. In Shekhawati villages this split runs through a single life. A havildar's disability pension is an AFT matter; the same man's second career as a clerk in a central office is a CAT matter. Our page on ex-servicemen in civil posts covers that second career.

Personnel of the CRPF, BSF, CISF and other CAPFs go to the High Court, not the tribunal. So do employees of public sector undertakings such as Hindustan Copper at Khetri, and of banks. The reasons are explained on our page on why CAPF and armed forces personnel are outside the tribunal.

Five kinds of case this bench hears often, and what usually decides them

  • Railway selections and LDCEs. A written test or viva for a selection post in the Jaipur or Ajmer division, where the candidate says the panel was formed wrongly or the marks for seniority were miscounted. These turn on the railway's own selection rules and the notification for that particular selection, so the notification is the first paper we ask for.
  • Penalties on postal staff and GDS. Shortages in sub-post office accounts, irregular withdrawals from small savings accounts, put-off duty for a branch postmaster in a Karauli or Jhalawar village. Here the inquiry record decides the case: whether the shortage was proved against this person and whether documents were supplied.
  • Recovery of excess pay. Overpayments found by audit years later and recovered from Group C staff or retirees, often after an MACP or pay fixation was revised. The Rafiq Masih limits and the DoPT's own memoranda on recovery are the starting point; see getting a salary recovery stopped.
  • Transfers of KVS and NVS teachers. Displacement and request transfers that land a teacher from Alwar in a remote school, sometimes mid-session. These are decided against the transfer policy of that year and the points given to each teacher, not on general hardship.
  • Defence civilian and MES disputes. Promotions, MACP and transfers of civilians in South Western Command formations, where the rules come from the Ministry of Defence and the appellate authority may sit in Jaipur, Delhi or a command headquarters elsewhere. Finding the right appellate authority is half the work.

Filing at Jaipur, step by step

  1. Settle the bench

Use the district table above and Rule 6. If you are posted in a Jaipur district but the order came from Jabalpur or New Delhi, you may still file here, because you are posted here.

  2. Exhaust the departmental remedy

File the appeal or representation the rules require, through proper channel, and keep proof. Note the date; the one-year limit depends on it.

  3. Prepare the paper book

The OA, a list of dates, the impugned order, the representation and reply, and the documents you rely on, each page numbered. Hindi documents are common in Rajasthan offices; keep clear typed copies and be ready to give translations if the bench asks.

  4. File and pay the fee

The OA can be e-filed on the tribunal's portal or filed at the registry. Pay the prescribed fee and attach the vakalatnama. The registry scrutinises the file and returns defects for curing.

  5. First hearing

The bench looks at the OA for the first time and decides two things: is there enough to call for the department's response, and does anything need to be frozen meanwhile. If a transfer or recovery is about to bite, your Section 24 application is argued here.

  6. Exchange of replies

The railway or ministry answers in a counter reply, usually drafted by its panel counsel from the divisional file. Your rejoinder deals only with what the counter says that is new or wrong. The matter then waits its turn for final arguments.

  7. Order and compliance

Send a certified copy of the order to every respondent with a covering letter and keep the acknowledgements. When the time fixed by the bench runs out and nothing has happened, that paper trail is what an execution or contempt application is built on.

After the tribunal: writs go to the High Court's Jaipur Bench

The Rajasthan High Court has its principal seat in Jodhpur and a permanent bench in Jaipur, and that Jaipur bench serves the same eastern districts as this tribunal bench. Since L. Chandra Kumar (1997), the losing side before the tribunal goes to a Division Bench of the High Court with territorial jurisdiction over the tribunal bench. For an order from Sahkar Marg, that means the High Court's Jaipur Bench, not Jodhpur.

Beyond that lies the Supreme Court, by special leave under Article 136, which we file through an Advocate-on-Record. The grounds on which a High Court will look again at a tribunal order are narrower than many people expect, and our page on writs against tribunal orders explains them. Railway administrations in this region do challenge adverse orders on pay and seniority fairly often, so if you win, budget for a second round.

Before a writ, ask whether the problem is really an error the tribunal itself can correct. A wrong date copied into the order, a document on record that the bench plainly overlooked, or a relief granted to the wrong applicant can be raised in a review application under Section 22(3)(f), ordinarily within 30 days. That is quicker and cheaper than a writ, but it is not a second hearing on the merits; if your quarrel is with the reasoning, the High Court is the place.

Jaipur or somewhere else: quick answers for common situations

Your situationWhere you can file
Posted in Ajmer, order from the Ajmer divisional officeJaipur
Posted at Chittorgarh in NWR's Ajmer division, order from AjmerJodhpur, as the place of posting, or Jaipur, as the place where the order was made
Posted in Kota (WCR), representation rejected at JabalpurJaipur or Jabalpur
Retired from a Delhi office, now living in BharatpurJaipur, as the place of residence, or the Principal Bench
Posted in Alwar, transfer order issued by a ministry in New DelhiJaipur or the Principal Bench

Each choice also fixes the High Court that will hear any writ later, so think about that before you file.

What to bring when you meet us

To fix the bench

  • Your current posting order, or for retirees, proof of address such as an Aadhaar card or electricity bill
  • The order you are challenging, showing which office issued it
  • For new districts, a note of the tehsil and the old district it came from

To prove the grievance

  • Appointment and promotion orders, and the service book extract
  • The chargesheet, inquiry report and penalty order, in a disciplinary case
  • Pay slips, pay fixation statements or the PPO, in a pay or pension case
  • The appeal or representation you sent, the dated receipt for it, and whatever answer came back

A made-up example: a loco pilot in Kota with an order from Jabalpur

Here's a made-up example. Mahendra, a senior loco pilot at Kota in the Kota division of West Central Railway, is medically decategorised after an eye test and offered an alternative post at a lower level of the pay matrix. The decategorisation and the alternative appointment orders are signed at the division, but his representation for a post in the same pay level is rejected by the zonal headquarters at Jabalpur.

Two benches are open to him. Jabalpur has a claim because the rejection was signed there; Jaipur has one because Kota is where he works. He goes with Jaipur. His medical board papers, his union branch and his divisional file are in Kota, and if the railway takes the matter further, the writ will be heard in Jaipur rather than at Jabalpur's High Court. At the tribunal the fight is about something else entirely: whether the railway searched properly for an alternative post in the same pay level, as its own rules for decategorised staff require.

Had Mahendra retired and settled in his village in Jhunjhunu before filing, the Jaipur Bench would still be the right choice, this time under the rule for retired employees.

Retirees and family pensioners in eastern Rajasthan

Where you served matters less once you have retired; where you live now is enough to bring your case to Jaipur. A retired Group C clerk of the Ministry of Defence who served in Pune and settled in Alwar can file at Jaipur, not Mumbai. This helps widows and older pensioners most, because they do not have to travel or brief lawyers in another state.

Pension disputes here are the usual ones: a PPO with the wrong last pay, a notional increment missed by someone retiring on 30 June, a recovery from pension of an old overpayment, a family pension refused because a name was missing from the family details form. Advocate B.K. Singh's advice to retirees in this belt is practical: before anything else, get the pension papers from the pension disbursing bank and the PAO, because the bank's records often show the date and the figure on which the whole case turns.

Candidates from Rajasthan

Recruitment disputes about central posts also come to the tribunal. In this region, many concern railway examinations through RRB Ajmer, SSC examinations (Rajasthan falls in the SSC's Northern Region), and KVS and NVS teacher recruitment. Candidates usually file at the bench covering where they live or where the rejection was communicated, but check, because the recruiting office may argue otherwise. Our page on railway recruitment candidates covers RRB disputes.

SSC GD Constable and CAPF recruitment disputes are an exception. Because the posts are in the armed police forces, those cases go to the High Court, mostly in Delhi, and not to this bench.

Timing matters more for candidates than for anyone else. Once the remaining candidates have joined and the panel has lapsed, a tribunal may sympathise and still find it has nothing left to give. If you are challenging a rejection at document verification or a medical finding, file early and ask the bench, in the same OA, to direct that one post be kept unfilled until your case is decided.

Practical points specific to filing here

  • Ajmer division spans both benches. NWR's Ajmer division runs south to Udaipur and Chittorgarh, which are Jodhpur districts. A trackman posted at Chittorgarh files at Jodhpur even though the division office is in Ajmer, unless he relies on the cause of action arising in Ajmer.
  • Headquarters orders. NWR's zonal orders come from Jaipur, so railway staff posted in Bikaner or Jodhpur divisions may have a choice under Rule 6. Use it deliberately, not by accident.
  • Virtual hearings. The tribunal allows virtual appearance in many matters. Check the cause list and the bench's current practice before assuming you must travel to Sahkar Marg.
  • Group OAs. Railway and postal staff often join in one OA for a common grievance. The tribunal allows this where the cause and relief are the same; each applicant still needs papers proving his or her own position.

Mistakes we see in files from this region

  • Waiting for the union's case. Railway and postal unions in Rajasthan do file group cases, and they are useful. But a union OA filed for one set of staff will not stop your own one-year clock if your grievance is different.
  • Appealing to the wrong officer. Divisional, zonal and circle authorities sit in different cities here: Ajmer, Jaipur, Jabalpur. An appeal sent to the wrong one wastes the 45 days. Check the schedule of authorities for your post.
  • Not keeping the Hindi original. Many orders in this region are issued in Hindi. File the original along with any translation; a translation alone invites a dispute about wording.
  • Treating an AFT pension case and a CAT service case as one. An ex-serviceman's military pension and his civil job dispute must be filed separately before different tribunals.
  • Ignoring the new district question. A file from Beawar or another reorganised area returned for want of jurisdiction costs months. Settle it before filing.

How we work on Jaipur Bench matters

We practise from Dwarka in New Delhi and from Vaishali in Ghaziabad. For Rajasthan matters, most of the early work happens without anyone travelling: you send scans of the orders, we speak on a video call, and Advocate B.K. Singh goes through the file himself before a word of the OA is written. Where a hearing at Sahkar Marg needs someone in person, we work with associate counsel in Jaipur. Fees are settled at the first meeting and put in writing, one stage at a time.

Frequently asked questions

Where is the CAT Jaipur Bench located?

The Jaipur Bench of the Central Administrative Tribunal is on Sahkar Marg, Jaipur. Check the tribunal's website for the current address, timings and cause lists before visiting.

Which districts come under the Jaipur Bench of CAT?

Fifteen: Jaipur, Ajmer, Alwar, Bharatpur, Dholpur, Karauli, Dausa, Sawai Madhopur, Tonk, Kota, Bundi, Baran, Jhalawar, Sikar and Jhunjhunu. Any district not in that list, including Churu and Nagaur, is a Jodhpur district.

My office is in Kotputli-Behror. Which bench do I file at?

Kotputli-Behror was formed from parts of Jaipur and Alwar, both Jaipur Bench districts, so file at Jaipur. For Beawar, which was formed from districts on both sides, confirm with the registry first.

Can a Rajasthan state employee file at the CAT Jaipur Bench?

No. State employees are outside the Central Administrative Tribunal altogether, whatever district they work in. A Rajasthan government servant's appeal goes to the state's own Civil Services Appellate Tribunal, or to the High Court by writ.

Where does a writ against a CAT Jaipur order go?

It is filed in the Rajasthan High Court, but at its Jaipur Bench rather than the principal seat in Jodhpur, and it is heard by two judges. If either side is still unhappy, the Supreme Court can be asked for special leave.

I retired from a post in Gujarat and live in Kota now. Can I file at Jaipur?

You can. Once you have retired, the bench covering your home town is available to you, so Kota pensioners use Jaipur even if they served at Ahmedabad. Attach something that shows you live in Kota, such as an Aadhaar card or a utility bill.

Does the Jaipur Bench hold circuit sittings in Kota or Ajmer?

The tribunal's published list does not show circuit sittings for Jaipur, and cases are heard at Jaipur itself. Virtual hearings are often available, so check the bench's current practice.

Is this the official website of the Jaipur Bench?

It is not. B.K. Singh & Associates, a private law firm, runs this site. Official notices, cause lists and case status are on cgat.gov.in and at the registry in Jaipur.
