Bench table under G.S.R. 267(E) of 29 April 2020 (Tamil Nadu and the Union Territory of Puducherry); Rule 6, CAT (Procedure) Rules, 1987; Administrative Tribunals Act, 1985

Chennai Bench: Tamil Nadu and Puducherry Service Cases

Central staff, Puducherry government employees, retirees and candidates from Tamil Nadu and Puducherry file at CAT Chennai. Who belongs, timelines, writs.

In short. The Chennai Bench of the Central Administrative Tribunal hears service disputes from Tamil Nadu and from the Union Territory of Puducherry, which means Puducherry government employees as well as central staff in both places. Retired central employees living there and candidates rejected by recruiting offices there file here too. The bench has held sittings in Puducherry; check whether any are listed. A defended case takes months and often more than a year. Today, note the date the order reached you. This page belongs to a private law firm, not to the tribunal.

Is this your situation?

  • You are a central government employee in Tamil Nadu and have received an order on discipline, pay, promotion, transfer or pension that you want to challenge.
  • You work for the Government of Puducherry, in Puducherry town, Karaikal, Mahe or Yanam, and are not sure whether CAT can hear you.
  • You are with Southern Railway or the Integral Coach Factory and your appeal has been rejected or ignored.
  • You worked in an Avadi or Tiruchirappalli ordnance factory before October 2021 and do not know which forum is now right.
  • You retired from central service elsewhere and live in Tamil Nadu or Puducherry, and your pension or dues are short.
  • You were rejected by a central recruiting office in Chennai, such as the Railway Recruitment Board there.

Tamil Nadu, and all four parts of Puducherry

Under the table of benches substituted by DoPT on 29 April 2020, the Chennai Bench takes the State of Tamil Nadu and the Union Territory of Puducherry. Tamil Nadu is straightforward: from Tiruvallur to Kanniyakumari, every district is on this bench's list. Puducherry needs a closer look, because the territory is in four pieces. Puducherry town and Karaikal sit on the Tamil Nadu coast, Mahe is an enclave inside Kerala, and Yanam lies within Andhra Pradesh.

The table names the Union Territory as a whole, so on its face a Mahe or Yanam case belongs to Chennai. Rule 6 can give a second option where part of the dispute arose in a neighbouring state, for example an order passed by an office in Kerala. Check the current notification and the facts of your case before choosing.

Tamil Nadu has one more border to watch. Southern Railway is headquartered in Chennai but its Thiruvananthapuram and Palakkad divisions lie in Kerala. A railway employee posted in Kerala ordinarily files at the Ernakulam Bench, though an order issued from Chennai headquarters can make Chennai available as well.

This is not the tribunal's website

B.K. Singh & Associates, advocates in Dwarka (New Delhi) and Vaishali (Ghaziabad), publish this page. The Central Administrative Tribunal did not write it and is not responsible for it. Cause lists, sitting notices and registry instructions come only from the tribunal's own website and the Chennai registry.

What we offer is a working lawyer's description of how cases from Tamil Nadu and Puducherry come before this bench, with the points that tend to decide them.

Where the bench sits, and the Puducherry sittings

The tribunal's published address list places the Chennai Bench in the Additional City Civil Court Building on the High Court campus in George Town. Older orders and many lawyers still call it the Madras Bench. Confirm the address and counter timings on the tribunal's website before travelling.

The bench has held sittings in Puducherry. A Puducherry government notice of December 2023 referred to a circuit sitting there, and local reports spoke of the tribunal resuming sittings in the territory. These are notified sittings for set dates, not a permanent office. If you are a Puducherry or Karaikal employee and want your case heard there, ask your counsel to request listing at the next sitting and check the notices for dates.

Southern Tamil Nadu has long asked for a CAT bench or circuit at Madurai. In 2012 the Madurai Bench of the Madras High Court directed the Centre and the CAT Chairman to consider a representation for one. As far as we know there is still no tribunal sitting in Madurai, so cases from Madurai, Tirunelveli, Thoothukudi and Kanniyakumari are heard in Chennai, in person or by video where the bench allows it.

Puducherry government employees come to CAT, Tamil Nadu government employees do not

This is the point that surprises most readers. A Puducherry government employee, whether a clerk in the secretariat, a teacher in a government school in Karaikal or a staff nurse in a Mahe hospital, holds a post under a Union Territory. Union Territory posts are civil posts under the Union, so their service disputes come before the Central Administrative Tribunal, at Chennai.

A Tamil Nadu government employee is in a different position. State government servants are outside the CAT altogether. Tamil Nadu's own State Administrative Tribunal was abolished by a central notification in the mid-2000s, so a Tamil Nadu government teacher or revenue official takes a service grievance to the Madras High Court by writ.

So two teachers in neighbouring towns, one in Karaikal and one in Nagapattinam, both in government schools, have different forums. The Karaikal teacher goes to CAT Chennai; the Nagapattinam teacher goes to the High Court.

Puducherry's departments largely apply the central service rules, such as the CCS (CCA) Rules, the CCS (Conduct) Rules and the Fundamental Rules, together with recruitment rules notified for the territory's own posts. That helps: the case law built up for central employees on suspension, penalties, MACP and APARs generally applies to a Puducherry employee as well. Check, though, whether the territory has issued its own orders on the point, because some pay and allowance questions are governed by local notifications.

The provisions that fix the bench

Section 14, Administrative Tribunals Act, 1985

Read this section as a question about your employer. The Union government in any form, including a Union Territory administration such as Puducherry's, qualifies. So does a defence unit employing you as a civilian, an all-India service, or an institution brought in by a Section 14(2) notification. A company, a bank or a uniformed force does not.

Rule 6(1), CAT (Procedure) Rules, 1987

Two connecting factors, and one is enough: the station you are serving at on the filing date, or the place where some part of the dispute took shape. Picture a Customs appraiser penalised in Chennai and then posted to Kochi. The penalty belongs to Chennai; his present desk is in Kerala. He may go to either bench.

Rule 6(2), CAT (Procedure) Rules, 1987

Leaving service, by retiring or by being dismissed or terminated, adds a residence option. An auditor from the defence accounts office in Pune who retires to Coimbatore can bring her pension grievance to Chennai simply because Coimbatore is home now.

Sections 20, 21 and 25, Administrative Tribunals Act, 1985

The sequence is departmental remedy, a pause of up to six months, then the tribunal within twelve months; late filing needs a separate prayer with reasons. Once a case is pending, only the Chairman can shift it to another bench, and he needs a sound reason to do so.

Central employers in Tamil Nadu and Puducherry that fill the list

  • Southern Railway and ICF. Southern Railway's headquarters at Park Town and its Chennai, Tiruchchirappalli, Madurai and Salem divisions, and the Integral Coach Factory at Perambur, are the largest sources of cases.
  • Revenue. Chennai Customs (sea and air), Customs at Thoothukudi, CGST commissionerates across the state, and one of the country's larger income tax establishments.
  • Atomic energy. IGCAR at Kalpakkam, a unit of the Department of Atomic Energy, employs scientists and technical staff whose cases come here.
  • Defence civilians. The DRDO tank research laboratory at Avadi, Air Force stations at Tambaram and elsewhere, naval establishments in Chennai, and Military Engineer Services.
  • Posts. The Tamil Nadu postal circle, which also covers Puducherry, with thousands of Gramin Dak Sevaks in rural branch offices.
  • Scientific and teaching bodies. CSIR laboratories in Chennai, ICAR institutes such as the sugarcane research institute at Coimbatore, and Kendriya Vidyalayas.
  • The Puducherry administration. Every department of the Government of Puducherry, in all four regions.

Who in this region goes somewhere else

  • Former ordnance factory staff. The factories at Avadi and Tiruchirappalli moved into new defence PSUs in October 2021, which raised hard forum questions for their employees. Read our page on ordnance and defence production employees before filing.
  • PSU staff. NLC India at Neyveli, BHEL at Tiruchirappalli and Ranipet, Chennai Petroleum, NPCIL at Kalpakkam and BHAVINI are companies. Their employees usually go to the Madras High Court.
  • Bank staff. Two public sector banks, Indian Bank and Indian Overseas Bank, have head offices in Chennai, and neither is under the tribunal. A clerk or officer there goes to the High Court. See our page on CAPF, PSU and bank service writs.
  • Uniformed personnel. A naval sailor at INS Adyar or an airman at Tambaram has a separate forum, the Armed Forces Tribunal, with a regional bench of its own in Chennai. CISF guards at the Chennai airport and port, and other central armed police, go by writ to the High Court.
  • Central university staff. Staff of central universities in the region are generally outside the tribunal unless notified; see our guide on central university staff and the High Court.
  • Tamil Nadu government staff. The Madras High Court, as explained above.

Kalpakkam: who is in, who is out

Kalpakkam shows how one campus can have two forums. IGCAR is a research centre of the Department of Atomic Energy, so its scientists, technicians and administrative staff are central government employees and come to the Chennai Bench. The Madras Atomic Power Station next door is run by NPCIL, and the prototype fast breeder reactor by BHAVINI. Both are government companies, so their employees normally go to the High Court.

Families living in the same township, children in the same school, and the forum still differs according to the employer on the appointment letter. Before anything else, check who appointed you and under which rules you serve.

DAE scientists, like those in ISRO and DRDO, are usually promoted by in-situ assessment rather than a regular DPC. Disputes turn on the assessment scheme in force at the time, the counting of qualifying years, and whether gradings were communicated.

Gramin Dak Sevaks and postal staff in rural Tamil Nadu

The Tamil Nadu postal circle, which also runs post offices in Puducherry, has a very large number of branch offices in villages, each run by Gramin Dak Sevaks. Their disputes come to this bench: being put off duty after an inspection finds a shortage, removal after an inquiry, TRCA placement, and refusal of engagement on compassionate grounds.

A GDS who is put off duty should keep the inspection report, the put off duty order and every letter after it. The department often takes a long time to finish the inquiry, and a GDS on ex gratia payment for a year or more has a real grievance about delay that the tribunal can address.

Departmental postal staff, such as postal assistants and postmen, bring more conventional disputes about promotion examinations, MACP and recovery. Their rules are the CCS rules that apply to most central employees.

Southern Railway and ICF: the usual disputes

Railway cases at this bench run along familiar lines: medical decategorisation of loco pilots and the alternative post offered, running allowance and pay fixation, inter-divisional transfers, selection and suitability results, and penalties under the Railway Servants (Discipline and Appeal) Rules, 1968, where a major penalty requires an inquiry under Rule 9 and an appeal usually lies within 45 days.

ICF, as a production unit, brings its own disputes about incentive earnings, trade tests and artisan promotions. ICF also has a large retired workforce living around Perambur, Villivakkam and Ambattur, and many of them bring pension and notional increment cases.

For pensions, railway employees now come under the Railway Services (Pension) Rules notified in January 2026, which took the place of the 1993 Rules. An older retirement may still be judged under the earlier rules, so confirm which apply. Our page on railway employee service cases covers this in detail.

A made-up case: a clerk in Karaikal passed over for promotion

Here's a made-up example. Selvi, 41, is an Upper Division Clerk in a Government of Puducherry department, posted at Karaikal. In 2026 a junior is promoted to Assistant and she is not. Through RTI she learns that one APAR from 2022 was graded below the benchmark, and that she was never shown it.

An uncommunicated grading cannot fairly be held against her; that is the effect of Dev Dutt (2008) and Sukhdev Singh (2013). Selvi writes to her department asking to see the 2022 report, for a chance to contest it, and for her case to go before a review DPC. Six months pass without a decision. Because she holds a Union Territory post, the Central Administrative Tribunal is the right forum, and Karaikal is within the Chennai Bench's area. Her counsel files at Chennai and asks that the case be listed at a Puducherry sitting if one is held.

In this imagined version the bench directs the department to communicate the 2022 entry, decide her representation, and hold a review DPC if the grading is upgraded. That is a realistic shape of relief in such cases, not a forecast. For the law on this, see our page on APAR grading below benchmark.

Madras High Court: Chennai or Madurai for the writ?

When the Chennai Bench decides, the side that loses may file a writ in the Madras High Court. That route comes from the Supreme Court's 1997 judgment in L. Chandra Kumar, and the writ is heard by two judges. The Madras High Court's jurisdiction covers both Tamil Nadu and Puducherry, so there is no question about which High Court.

There is a question about which seat. Since 2004 the Madras High Court has had a bench at Madurai serving the southern districts. Whether a writ against a CAT order about a Madurai or Tirunelveli employee should be filed in Chennai or Madurai depends on the High Court's rules on the distribution of work. Check this with counsel before drafting.

Delhi is the final stop, by special leave to the Supreme Court, and only after the Madras High Court has spoken. Our page on writ petitions against tribunal orders explains what grounds the High Court will consider.

Six steps from order to hearing

  1. Note the date of receipt

Write down when the order reached you and keep the proof. The department will argue for the earliest possible date.

  2. Appeal or represent

Use the remedy the rules give: an appeal for most penalties, a representation for most pay and seniority grievances. Send it through proper channel and keep the acknowledgement.

  3. Ask for what you need

File RTI requests early for the documents behind the order, such as DPC minutes, APARs, the inquiry file or the pay fixation statement. Puducherry departments and central offices each have their own public information officers.

  4. Decide the bench and the sitting

For Tamil Nadu and Puducherry cases, it is ordinarily Chennai. Note whether you want listing at a Puducherry sitting. Transferred and retired employees should check whether Rule 6 gives another option.

  5. Draft, translate and file

The application sets out facts, grounds and relief with true copies. Tamil and French-era Puducherry documents need English translations. File on the CAT e-filing portal with the fee and vakalatnama.

  6. Admission, pleadings and final hearing

The bench issues notice and may grant interim relief; the department replies; you file a rejoinder; the case is then argued. Most of the time is spent waiting for the final hearing.

Winning is not the same as being paid. If the department lets the compliance period lapse, the same Chennai Bench can be moved again, by contempt or by an application to enforce its order.

Papers to gather before your first consultation

  • The order you want to challenge and proof of when you received it
  • Your appeal or representation, with the acknowledgement or inward number
  • Any reply from the department
  • Appointment, promotion and MACP orders
  • Pay slips and pay fixation statements for the period in question
  • APARs or their communication, for promotion cases
  • Chargesheet, inquiry report and your replies, for disciplinary cases
  • PPO, last pay certificate and any recovery letter, for pension cases
  • Recruitment notice, application, admit card, certificates and rejection memo, for candidates
  • English translations of Tamil documents, or a list of what needs translating

Tamil documents and the English record

The tribunal works in English, and many documents in Tamil Nadu and Puducherry are not in English: community certificates from the tahsildar, village administrative officer reports, legal heir certificates, police verification reports and local medical certificates. Each needs a typed English translation certified as true.

In candidate cases about community or income certificates, the exact words of the certificate often decide the case. A loose summary in the application is not enough; the Member hearing the case will want the full translation alongside the original.

Older Puducherry families sometimes hold civil records from the French period, and a date of birth dispute can turn on one. Those too need a certified English translation. If the original is fragile, file a clear copy and keep the original ready to show if the bench asks.

Asking for interim relief in Chennai

Some disputes cannot wait for a final hearing: a transfer out of the state, a recovery from salary or pension, a vacancy about to be filled. Section 24 allows the bench to pass interim orders where you show a fair case, a balance of convenience in your favour, and harm that cannot later be put right with money.

Ask for interim relief in the application itself, with a separate paragraph of reasons and the documents that prove urgency. If you are about to be relieved on transfer, move before you are relieved. Our page on interim stay orders in CAT explains how the request is framed.

Errors that delay Tamil Nadu and Puducherry cases

  • A Puducherry employee filing in the High Court first. The writ will usually be dismissed with liberty to approach CAT, and months are lost.
  • A Tamil Nadu government employee filing at CAT. The tribunal has no jurisdiction over state employees.
  • A railwayman in Kerala filing at Chennai without a Chennai link. Unless the order came from Chennai or part of the dispute arose in Tamil Nadu, Ernakulam is the right bench.
  • Waiting for a Madurai sitting. There is none that we know of.
  • A pile of reminders. A fifth letter to the Chief Personnel Officer does not restart the one-year count.
  • Suing the department alone in a seniority fight. If your gain is a colleague's loss, that colleague has to be a party, or the order can be set aside for that reason.

Officers, Group C staff, pensioners and candidates

Group A officers in Chennai's revenue, audit and scientific establishments usually bring promotion, APAR and vigilance clearance cases. Advocate B.K. Singh asks such officers early for the DPC year, the vacancy year and the five APARs considered, because the answer often lies in which years were read.

Group C staff, especially in the railways, posts and the Puducherry administration, bring transfer, recovery, MACP and minor penalty cases, where interim protection often matters more than the final result.

Pensioners in Tamil Nadu and Puducherry can file where they live, under Rule 6(2). Many bring notional increment claims as employees who retired on 30 June; see our page on the 30 June retiree increment. The three-year limit on arrears from Tarsem Singh (2008) is no longer applied uniformly to pension after the Supreme Court's 2026 decisions, so take advice before conceding older arrears.

Candidates rejected by the Railway Recruitment Board at Chennai or other central recruiters in the state come to this bench. CAPF recruitment through the SSC usually goes to a High Court instead.

How we handle a Chennai Bench matter

Our offices are in Delhi NCR. Clients from Tamil Nadu and Puducherry usually start with a video or phone consultation after sending scanned papers. Advocate B.K. Singh reads the file and gives a frank view on forum, limitation and merits; the application is drafted by our team, and appearances in Chennai or at a Puducherry sitting are made with associate counsel there.

Charges are discussed at the first meeting, written down and taken stage by stage; see our process and fees. For the general process at any bench, see our page on Central Administrative Tribunal cases.

What to do first

Find the order and the proof of when you got it. Check whether an appeal lies and how long you have. If you are a Puducherry employee, remember that your forum is the tribunal, not the High Court. Put your papers in date order and note what is missing.

If you would like your papers read, or want to know when the rules on your issue change, contact Advocate B.K. Singh.

Frequently asked questions

Is CAT Madras the same as CAT Chennai?

Yes. The bench was set up when the city was called Madras, and older orders still use that name. It covers Tamil Nadu and the Union Territory of Puducherry.

Can a Puducherry government teacher go to CAT?

Yes. Posts under the Union Territory of Puducherry are civil posts under the Union, so service disputes of Puducherry government employees are heard by the Central Administrative Tribunal at Chennai.

Does CAT sit in Madurai?

As far as we know, no. The Madras High Court has a bench at Madurai, but the tribunal hears southern Tamil Nadu cases in Chennai.

Is there a CAT sitting in Puducherry?

The Chennai Bench has held sittings in Puducherry on notified dates. Check the tribunal's notices for current dates and ask for your case to be listed there if you want.

I work in the Thiruvananthapuram division of Southern Railway. Do I file at Chennai?

Ordinarily at Ernakulam, because your posting is in Kerala. If the order came from Southern Railway headquarters in Chennai, Chennai may also be available under Rule 6.

Where is a writ against a CAT Chennai order filed?

In the Madras High Court, before a Division Bench. Whether it goes to the principal seat in Chennai or the Madurai Bench depends on the High Court's rules.

Can NLC India employees go to CAT Chennai?

Generally no. Neyveli's NLC India is a company, not a government department, so its people file writs in the Madras High Court. A Section 14(2) notification would change that, and we are not aware of one.

What is the fee for filing an OA at CAT Chennai?

Fifty rupees per application, as Rule 7 of the 1987 Procedure Rules prescribes. The Chennai registry can confirm whether the amount or accepted payment method has changed. Your advocate's charges are agreed separately.
